Atletico Madrid has consummated a £33 million agreement with the Blues in exchange for Gallagher's signature on a five-year contract.
Maresca informed Gallagher that he would not be a first-team member.
The England international declined the offer of a new two-year contract at Stamford Bridge, as he does not believe the length of the contract is indicative of his position in the club.
It is, however, believed that Chelsea communicated to Gallagher that he is not anticipated to be a consistent first-team fixture in the upcoming seasons due to the possession-based style of football of his new manager, Enzo Maresca.
Consequently, Gallagher was excluded from the first team, as the club was unwilling to permit him to depart on a free transfer next year.
Chelsea had previously accepted a club-record proposal from Aston Villa for the 24-year-old; however, the player declined the offer.
Gallagher has been a Chelsea player since the age of eight. Before his debut in the first team in 2022, he spent four loan seasons at Swansea, Charlton, West Brom, and Swansea.
He has contributed ten goals and as many assists in 95 appearances across all competitions over the past two years.
He was absent from only four top-flight matches in 2023/24, an astonishing feat considering that no Chelsea player played in more matches than Gallagher did during the previous campaign.
A former Tottenham midfielder, Jamie O'Hara, thinks Chelsea would make a significant error by releasing him.
